Public offer (terms of use)

Until reviewed it creates no obligations beyond those that follow directly from the law. The final version will be published before the commercial launch. In case of discrepancies, the Uzbek and Russian versions prevail.

Parties and subject
The operator of URLY.UZ is [legal entity name, taxpayer number and address to be confirmed] (“URLY”). URLY provides an online service for creating short links and QR codes and viewing visit statistics. This document is a public offer: registering an account or using the service means you accept it in full.
Account
Registration requires a valid email that you confirm via the link in our message. You are responsible for keeping your password safe and for actions taken in your account and with your API keys. Tell us immediately if you suspect a compromise.
Plans and payment
Plan limits and prices are listed on the Pricing page. Features marked “Soon” are not available yet and are not part of the paid scope. Online payment is not connected yet: paid plans are activated on request against an invoice. Prices are in soʻm; VAT treatment and invoicing documents will be set out in the final version.
Acceptable use
You agree to follow the Acceptable Use Policy (/acceptable-use). Phishing, malware, fraud, spam, illegal content and impersonating other people or organisations are prohibited in particular.
Moderation
URLY may check links automatically and manually, hold links for review before publishing, block links and suspend accounts that violate the offer or the law. The owner of a blocked link is notified and may appeal from the dashboard; a URLY employee decides.
Your content and data
Rights to destination addresses and other data you enter remain yours. You grant URLY the right to store and process them to the extent needed to run the service. Visit statistics are collected under the Privacy Policy; the Data Processing Agreement (/dpa) applies to data about visitors of your links.
API
API access and its limits depend on the plan. Above the limit the service answers with code 429. Circumventing limits, for example with several accounts, is not allowed.
Availability and liability
The service is provided “as is”. No service level agreement (SLA) is offered yet. URLY is not responsible for the content of the sites links lead to. Limits of liability will be set in the final version, subject to mandatory law.
Term, changes and termination
The agreement is in force while you have an account. You can close your account at any time. URLY announces changes to the offer by email at least 14 days before they take effect, except for changes required by law.
Governing law and disputes
The agreement is governed by the law of the Republic of Uzbekistan. Disputes are first settled by negotiation (a claim to legal@urly.uz, answered within 30 days), then in the court at URLY's location unless the law provides otherwise.
