Acceptable use policy and complaints
DRAFT — not reviewed by a lawyer. This text is a draft prepared by the URLY team. A lawyer in Uzbekistan has not reviewed it yet, and it is not legal advice. Until reviewed it creates no obligations beyond those that follow directly from the law. The final version will be published before the commercial launch. In case of discrepancies, the Uzbek and Russian versions prevail.
Draft version of 14.10.2026. The operator's details will be given in the final version. Questions passed to the lawyer: L-19, L-20, L-21, L-22
Prohibited
Creating links to phishing, malware, fraud schemes, illegal gambling, child sexual exploitation material, calls for violence and other content prohibited by the law of the Republic of Uzbekistan.
Deception and evasion
It is prohibited to impersonate another person, brand or government body, to disguise the real destination, to use URLY to evade spam filters or blocks, or to send links as spam.
Load
It is prohibited to create artificial traffic, enumerate short addresses, circumvent API limits or attack the service. URLY rate-limits requests automatically.
How to complain
Report a harmful link via the form at /report-abuse. Give the link, a category and, if you wish, a contact for the answer. Reports go to the moderation queue and are reviewed by an employee.
What URLY does
A link may be blocked: visitors then see a warning page instead of the destination. Repeated or serious violations lead to account suspension. Suspicious domains are added to a blocklist and no new links to them can be created.
Appeal
The owner of a blocked link can appeal from the link's page in the dashboard. Every moderator decision is written to the audit log with its reason.
Requests from authorities
Requests from government bodies are accepted at legal@urly.uz and fulfilled to the extent required by law.
